The official terms must state that the programme covers its core participation costs or provides direct funding. A free application alone is not enough. Travel, materials, visas or meals may still be excluded, so each listing separates the funding label from the itemised support.
Not always. A stipend contributes cash, but it may be smaller than accommodation, travel or material costs. This page includes both funded and stipend-paying opportunities because artists searching for paid support need to compare what the payment actually covers.
Yes. Some programmes cover the residency itself while charging a processing fee to apply. The funding label describes support after selection; the entry-fee field describes the application. Both numbers remain visible so the programme is not presented as costless from the beginning.
Travel support varies widely. Some programmes reimburse a capped amount, some award need-based grants, and others leave every journey to the artist. Unless the official terms name travel support, this database does not fold it into the funded claim or assume a zero cost.
